Complaint Processes

Report an Issue - Harassment, Bullying, and/or Intimidation
  • If you believe a scholar at Catalyst: Bremerton is involved in harassment, bullying or intimidation you can complete the form via the button below.
  • RCW 28A.600.477 states that "Harassment, intimidation, or bullying" means any intentional electronic, written, verbal, or physical act including, but not limited to, one shown to be motivated by any characteristic in RCW 28A.640.010 and RCW 28A.642.010, or other distinguishing characteristics, when the intentional electronic, written, verbal, or physical act:

    • Physically harms a student or damages the student's property;

    • Has the effect of substantially interfering with a student's education;

    • Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or

    • Has the effect of substantially disrupting the orderly operation of the school

  • Bullying is defined as negative actions which are intentional, repeated, negative, show a lack of empathy, and a power imbalance.

File A Complaint - Avenues​

  • The leadership team at Catalyst: Bremerton is open to feedback from families and community members.  When at all possible we seek to resolve concerns as they arise in a timely and productive manner.  We have several avenues through which concerned members of the community can express their concerns and/or file formal complaints.

  • It is also important the the public understand which entities accept and respond to various complaints.  The chart below may be helpful so that concerns are heard by the most appropriate party:

  • Catalyst: Bremerton Leadership Team

    • The school leaders at Catalyst: Bremerton ​have authority over the day to day operations of the school.  We encourage community members to voice complaints about how the school is operating or concerns with school programming or staff to one of the school's co-founders first.  

    • Complaints can be made with the school Co-Founders by email, in writing, or by requesting a meeting to discuss the concerns.  

    • Complaints regarding our elementary team or program should be submitted to Tatiana Epanchin at tatiana@catalystpublicschools.org.

    • Complaints regarding our middle school team or program should be submitted to Amanda Gardner at amanda@catalystpublicschools.org.

    • Complaints regarding school operations (transportation, meal service, before/after school care, facilities maintenance, etc.) should be submitted to Trisha Delgado at tdelgado@catalystpublicschools.org.

  • Catalyst: Bremerton Board of Directors

    • The board of Catalyst Public Schools is open to hearing from families and communities regarding their experiences with the school and school staff.  There are several ways that community can engage with board members.  The role of the board is to ensure that the school staff are operating the school in a manner that is aligned with our approved charter and in ways that are legally compliant.  Concerns about day to day operations of the school will be delegated from the board to school leaders. 

    • Public comment at board meetings.  The board listens to public comments at the start of each monthly board meeting.  Information and schedules for board meetings can be found on the Board of Directors page of our website.  If a community member is unable to attend a meeting in person or via video conference they may also submit a written comment to the board in advance of the meeting by emailing catalyst.board@catalystpublicschools.org.​   This email address can also be used for sending an email to the board at any time.  

    • Request a meeting with a board member.  If a community member feels that emailing or making public comment is not sufficient they may request a meeting with the board chair or vice chair by emailing catalyst.board@catalystpublicschools.org.

  • Washington State Charter School Commission

    • The Washington State Charter School Commission is the authorizer for Catalyst Public Schools and many other charter public schools in Washington State.  They are the entity that approved Catalyst: Bremerton to open and they are the entity charged with ensuring that we are faithful to the terms of our charter and our contract with the Commission.  ​

    • If a community member has a concern that Catalyst: Bremerton is operating in a manner that is inconsistent with the terms of the charter the Washington State Charter School Commission staff will look into the complaint.

  • Office of the State Superintendent of Public Instruction (OSPI)

    • Like all public schools in Washington, charter public schools are under the supervision of OSPI.  OSPI has a formal complaint procedure that community can use to make complaints about specific types of issues.  A list of these areas can be found on the OSPI website.​​​

Education Ombuds

OEO is an independent state agency that helps to reduce educational opportunity gaps by supporting families, students, educators, and other stakeholders in communities across WA by sharing information about the K-12 public school system and resolving concerns collaboratively.  OEO services are free and confidential. Anyone can contact OEO with a question or concern about school.
 

OEO listens, shares information and referrals, and works informally with families, communities, and schools to address concerns so that every student can fully participate and thrive in our state’s public schools.
